Cloud Kelley (she/her) serves as one of LEAP’s Tri-County Development Managers within the Regional Growth Department. Her primary focus revolves around assisting new or existing businesses who are interested in establishing, locating, and/or expanding in Ingham County.

A Lansing-native, Cloud grew up on Lansing’s Eastside and graduated from Eastern High School in 2014, before heading to Indiana to complete a Bachelor’s Degree in Global Studies (2019), as well as a Master’s Degree in Education (2021), at Earlham College. Cloud has spent her career working directly in small business advocacy and technical assistance across the country, including as the Director of a Main Street Organization, a Business & Workforce Specialist at a Chamber of Commerce, and as a Small Business Consultant. Cloud returned to the Lansing area in 2023 to utilize her experience to facilitate business and economic growth in the Lansing Region.

When not working, Cloud enjoys meeting with friends at local coffee shops, shopping for houseplants at local greenhouses, and planning her next Lake Michigan beach trip.
