Steven L. Willobee, LEED AP
Chief Operating Officer
Steve serves as the Chief Operating Officer (COO) for the Lansing Economic Area Partnership (LEAP). Steve has over 15-years of experience in assisting governmental and private clients secure financial incentives and address federal, state and local requirements associated with redevelopment projects, including seven years with the Michigan Economic Development Corporation (MEDC) and Michigan State Housing Development Authority (MSHDA).
In his role with LEAP, Steve provides direction of the day-to-day operations of LEAP, including the creation and implementation of standards and controls, systems and procedures, and short-and-long-term goals for the organization. He also assists the President & CEO in the development of internal policies, budget planning and strategic visioning for the overall success of LEAP led initiatives.
Steve has an extensive background in managing various Brownfield and other community redevelopment projects for municipal, industrial, and developer clients throughout Michigan. Steve has assisted clients in obtaining Brownfield Tax Increment Financing (TIF) and business tax credits, historic tax credits, low income housing tax credits, industrial tax credits, property tax abatements, grants, and other federal, state, and local resources.
Prior to joining LEAP, Steve was a development consultant for private developers and municipalities, utilizing his strong business and client development background.
Steve is a proud graduate of Lake Superior State University and Western Michigan University. Additionally, Steve is a LEED Accredited Professional in Building Design and Construction (LEED AP BD+C).
